Understand the situation

Plan for disruptions. Check real conditions.

As winter approaches, review plans for severe cold, snow and ice, power or heating failures, road closures, and interruptions to water, communications or payments. These are preparedness priorities, not a prediction that a crisis will occur. Flood and wildfire risks also depend on location and season.

Guidance reviewed 2 November 2026. Check the official services below for current conditions; this page does not declare an active emergency or an all-clear.

When something happens, take the next safe step.

01

Move away from immediate danger.

Read the official alert and follow its location-specific instructions. Call emergency services when needed. Do not wait for a website update before acting.

02

Evacuate—or shelter—as directed.

If told to evacuate, take portable essentials, medication, documents and pet supplies. Follow official routes, tell your contact where you are going and wait for clearance before returning. If told to shelter in place, follow the specific shelter instructions instead of leaving unnecessarily.

03

Check on your people.

Use your household contact plan. Keep numbers and meeting places on paper. Short texts may work when voice service is congested. Plan assistance for children, older adults, people with disabilities and pets.

Based on Manitoba emergency instructions and the federal household planning guide.

Two different jobs

A home reserve. A portable go bag.

At home: Manitoba recommends at least 14 days of supplies. Begin with what you can afford and build gradually: water, shelf-stable food, a manual opener, first aid and hygiene supplies, lighting, radio, charging and household-specific essentials.

Ready to leave: federal guidance recommends at least 72 hours of essentials for evacuation or sheltering. Keep portable supplies easy to carry, with a realistic water/refill plan. Manitoba’s own GO-kit guidance describes up to 24 hours; do not confuse a portable bag with a 14-day home reserve.

Account for medicines, mobility equipment, infants, allergies and pets. Discuss medication reserves and temperature-sensitive supplies with a pharmacist or prescriber.

Start with your water plan.

Manitoba’s home-storage benchmark is 4 litres per person per day for drinking, cooking and washing. Additional household or pet needs may increase this.

Store in manageable food-grade containers. One litre weighs about one kilogram; plan safe storage and replenishment, not an overloaded backpack.

Winter, power & everyday essentials

Keep the basics working safely.

Heat without creating another emergency.

Use only properly installed and maintained indoor heating equipment. Never use barbecues, generators or camp stoves indoors or in garages. Plan a safe warm destination and transport if your home cannot stay warm.

If a CO alarm sounds: get everyone and pets outside, call 911 or local emergency services from a safe place, and do not re-enter until cleared.

Light, information and food.

Keep LED flashlights, spare batteries, charged power banks and a battery or hand-crank radio. Keep fridge/freezer doors closed during an outage. Follow official food-safety guidance; never taste food to decide whether it is safe.

Measure essential device loads before buying backup power. A small battery is not automatically a space-heating or medical-equipment solution.

Communication and payments.

Write down key contacts, two meeting places and an out-of-area contact. Keep a modest amount of small-bill cash for essential purchases if ATMs or card systems are unavailable during an outage.

Review your supplies and contact plan every six months and after important household changes. Rotate foods you normally eat rather than panic-buying.
